There are several reports and settings which will generate a report quite similar to the report you require.
First, in each account record in the chart of accounts is a setting to Omit from Financial Statements if the Balance is Zero. Make sure you check this off. It will omit accounts with no balance from reporting in the Balance Sheet and Income Statement (this is not the case with the trial balance.)
You can run a balance sheet through Reports, Financials, Balance Sheet and tick to show Departments. As you will note, this includes all ldepartments.
If you go to Reports, Financials, Departmental Reports, Balance Sheet you can select just one department if you choose. You can also remove the check mark to show balances that are unassigned to a department. The only thing is if the account has an overall balance it will still be included in the report because you're excluding accounts without a balance, not departments without a balance.
This brings you closer to the report you require. You could then export it to excel to clean it up further if you wish.
